Cloudflare Free vs Pro in 2026: What $20 a Month Actually Adds
Cloudflare Free against Pro at $20/month: rule limits, WAF rulesets, image optimization, and the limits a small site actually hits, captured 2026-10-25.
Cloudflare Pro costs $20 per month billed annually ($25 monthly) and adds 225 Cloudflare Rules instead of 70, lossless image optimization, and the OWASP Core and Cloudflare Managed WAF rulesets with 20 custom rules. Free already includes DNS, the CDN, Universal SSL and unmetered DDoS protection.
- Cloudflare Free costs $0 and Pro costs $20/month billed annually or $25/month billed monthly (checked 2026-10-25).
- Pro includes 225 Cloudflare Rules and 25,000 Bulk Redirects, against 70 rules and 10,000 Bulk Redirects on Free (checked 2026-10-25).
- Free includes unmetered DDoS protection, the CDN, Universal SSL, the Free Managed Ruleset and WAF, but not Lossless Image Optimization (checked 2026-10-25).
- Neither Free nor Pro includes PCI DSS 4.0 or an uptime SLA; both start at Business, $200/month billed annually (checked 2026-10-25).
- Workers on Free allows 100,000 requests per day at 10 ms of CPU each, about 3 million requests a month (calculated 2026-10-25).
- Paying annually saves $60 a year on Pro — $240 against $300 at the monthly rate (calculated 2026-10-25).

On this page
Cloudflare's Free plan is genuinely free and genuinely load-bearing: DNS, the CDN, Universal SSL and unmetered DDoS protection all sit on it at $0. Pro costs $20 per month billed annually, or $25 month to month, and the difference is mostly about rules and managed security rulesets rather than traffic (checked 2026-10-25). The question worth answering is not what Pro lists, but which of the gaps a small site will actually collide with. This page puts both plans in one table, then separates the limits that matter from the marketing ones.
What each plan includes
| Item | Free | Pro |
|---|---|---|
| Monthly price | $0 | $20 annual, $25 monthly |
| Cloudflare Rules | 70 | 225 |
| Bulk Redirects | 10,000 | 25,000 |
| CDN, DNS, Universal SSL | Included | Included |
| DDoS protection | Unmetered | Unmetered |
| WAF | Free Managed Ruleset | OWASP Core + Cloudflare Managed + 20 custom rules |
| Lossless image optimization | Not included | Included |
| PCI DSS 4.0 | Not included | Not included |
| Uptime SLA | Not included | Not included |
| Workers | 100,000 requests/day, 10 ms CPU | Paid add-on: $0.30/million requests |
What the $20 actually buys
Three things change at Pro, and only one of them is about traffic. The rule ceiling moves from 70 to 225, which matters to sites that have accumulated redirects and cache rules over years rather than months. The WAF gains the OWASP Core Managed Ruleset, the Cloudflare Managed Ruleset and 20 custom rules, which is a real security upgrade over the Free Managed Ruleset. And image optimization becomes lossless, which is a bandwidth and Core Web Vitals argument rather than a protection one.
What does not change is the part most people assume a paid plan buys. The plans page lists PCI DSS 4.0 and the uptime SLA as Business-tier features, and Business is $200 per month billed annually — $2,400 a year, a 10× step from Pro (calculated 2026-10-25). API Shield, AI Security for Apps and China Network Access sit above that. If your reason for upgrading is a contractual SLA or card-data compliance, Pro does not solve it and the next price you will be quoted is $200.
How we measured it
We loaded Cloudflare's plans page and the Pro plan page on 2026-10-25 and read the comparison rows directly, including the Workers rates that are printed inside the same table. Where a feature is listed as unavailable on both Free and Pro, we recorded the tier it appears on rather than describing the feature. No account was created and no traffic was proxied through either plan; these are published figures with our arithmetic attached.
What changes in practice
For a static content site, Pro mostly buys headroom you will not use. Seventy rules covers a normal redirect map and a handful of cache rules; 100,000 Workers requests a day is roughly 3 million a month (calculated 2026-10-25), which is more than most small sites serve, and static asset requests do not touch the Workers quota at all.
The 10 ms CPU ceiling on Free is the quieter limit. It is enough to rewrite a header or serve a cached JSON response, and not enough to render a page, resize an image on the fly or call two upstream APIs in sequence. A small site that starts doing real work at the edge will find the paid Workers line item long before it finds the 70-rule ceiling — and that is billed separately from Pro, at $0.30 per million requests beyond the included 10 million.
The one upgrade that pays for itself in a week is image optimization, and only if you serve images at scale. Lossless optimization on a media-heavy site cuts bytes off every image request, which shows up as bandwidth and as Largest Contentful Paint. On a site serving 20 images per page view, $20 buys less than a coffee per thousand page views; on a five-page brochure site it buys nothing measurable.
Bottom line
Pro is $240 a year billed annually, or $300 at the monthly rate, and at that price it is worth it for the 225-rule ceiling, the managed WAF rulesets or lossless images — pick one. If what you need is an uptime SLA or PCI DSS 4.0, budget $2,400 a year for Business instead, because $20 a month does not buy either.
Frequently asked questions
What does Cloudflare Pro add over the Free plan?
225 Cloudflare Rules instead of 70, 25,000 Bulk Redirects instead of 10,000, lossless image optimization, and the OWASP Core and Cloudflare Managed WAF rulesets with 20 custom rules. It costs $20/month billed annually, or $25 month to month.
Is Cloudflare Free enough for a small site?
For DNS, CDN, TLS and unmetered DDoS protection, yes — those are unmetered on Free. The limits that bite are the 70-rule ceiling and Workers' 100,000 requests a day at 10 ms of CPU.
Does Cloudflare Pro include an uptime SLA?
No. The 100% uptime SLA starts at Business, which is $200/month billed annually, and PCI DSS 4.0 also requires Business or above. Neither is available on Free or Pro at any price.
How much does Cloudflare Pro cost per year?
$240 when billed annually, or $300 if you pay the $25 monthly rate. Business is $2,400 a year at the annual rate and Contract pricing is quoted.
